Irrigation Startup Completed

The HOA brought the irrigation system online May 8th at 5:30 PM. The system was primed, flushed and checked for leaks. Barring any unforeseen circumstances, homeowners may flush their systems after 5:30 pm. If there are pump or homeowner issues, we’ll shut down the system and allow homeowner to repair any winter damage and the HOA will communicate the system status via the website.
Actions for homeowners: The HOA makes every effort to flush the irrigation system during startup. We strongly encourage all homeowners to “flush” their systems first, through an open valve or blow-off valve before they start running water through their sprinkler system.

2026 Owl Lake Water Restrictions
Due to the challenge of the ongoing drought, the HOA was VERY lucky to obtain some limited water. The status of water and ditch availability is a moving target and could cease any day. This will be a difficult irrigation season.
With that in mind, the HOA board has enabled the same watering restrictions that aligns with the Town of Firestone recently enacted watering restrictions. This will enable us to extend watering as much as possible for 2026. The HOA will modify or rescind the restrictions as needed based on changing conditions.
When Can I Water?
To reduce water usage, the HOA limits lawn and landscape watering based on address numbers:
- Even-numbered addresses may water on Mondays, Wednesdays, Fridays, and Sundays.
- Odd-numbered addresses may water on Tuesdays, Thursdays, Saturdays, and Sundays.
- Watering is limited between 5:00 p.m. and 10:00 a.m.
- THAN 20 MINUTES PER ZONE!
Abuse of the system will only result in shutting down the system early for everyone.

Backflow Testing
Re-testing needed for a few homeowners – TBD
Some homeowners were not ready and need to will be rescheduled after the recent weather events. Backflow testing is required whether we do or do not have water. Please be prepared by turning on or pressurizing from inside your house. Please fix any broken pipes or leaks beforehand. Any questions, please refer to the notice.
Community BBQ & Annual Meeting
Saturday, May 30th| 12:30 a.m. – 2 p.m.
Brent & Kendall Wise (9065 Owl Lake Drive) will be hosting a neighborhood, backyard BBQ and annual meeting to discuss the water situation, next steps, and answer any questions. We’d love for you to bring your thoughts and ideas as we plan for the summer. It’s also a great opportunity to welcome new neighbors and connect as a community. If you’re unable to attend, please provide your proxy to a neighbor or any HOA board member.

April 16, 2026 – The HOA and Section 18 spent the day with the jetting/hydro cutter contractor. We are happy to report the root ball has been removed, the pipe is intact and the flow of water has been restored.
Previous – Sept 26, 2025 – Ditch Blockage Found! – Section 18 water association notified the HOA that after three days of jetting (power washing) and using robot cameras to traverse over 2000 feet of covered ditch, a root ball blockage was found in the pipe under Saddleback golf course. The teams are working to get this blockage removed. Watch the video if interested.
Recreational Vehicles and Trailers: Let’s get these stowed away!
A reminder to homeowners to stow away your recreational vehicle when not in use or actively fixing. The covenants state; No boat, camper, trailer, recreational vehicle or other non-running vehicle or similar device shall be stored or permitted to remain on any lot within public view for more than three (3) consecutive days unless within an enclosed garage, or within an enclosed interior privacy fenced area. (See Section 6.09)
Recent Events
- May 8 – Irrigation startup completed. Systems flushed and tested. New pump repair has slight leak and will be addressed next week.
- May 7 – Entered agreement for CR restricted leases, limited water access
- May 6 – Panama bookkeeper put a hold on water lease contract until board meeting on 5/11
- May 5 – Ditch sending us extra farmer water due to snowstorm. 40″ RCR.
- May 1 – Ramey replaced check valve and venting line at th pump. Testing to be scheduled after it drys.
- April 30 – Meeting with ditch and owners on possible alternative water solutions
- April 28 – Received contract and check for Panama shares leases and let Boulder White Rock aware of transfer.
- April 27 – Discuss options with a few homeowners about backflow options and watering. Ping various resources on availability of storage shares and application updates.
- April 23 – Newsletter with backflow testing an proxy’s sent.
- April 22 – Ditch turned of water from farmer. That is it for a while.
- April 17 – Due to freezing temperatures, a farmer gave up his already allocated water. The ditch company asked if we could take it. This is only temporary for 3-5 days.
- April 16 – Hydrocutter, jetting removed root ball and air box has been cleared. Worked with the ditch to test water flow, all is good. Tested at 40″ and 60″.
- April 15 – Work with ditch on requesting any water for jetting/hydrocutting.
- April 14 – File HOA Taxes. Schedule locates for pump roof installation.
- April 10 – Signed agreement to lease out Panama shares @50 per share, $3250 back to HOA if accepted.
- April 10 – Signed agreement with Ramey Environmental to fix pump system within next two weeks.
- April 8 – Meet with golf course, contractor and section 18 about plan
- April 7 – Request water lease interest for Panama, call Ramey about late estimate.
- April 1 – Coal Ridge ditch started officially running. Continue efforts on getting hydro cutter scheduled with Section 18. April 16 is repair date. HOA will try flush the system first.
- March 31 – Work on closing papers for 9070 Owl Lake Dr, closing April 30
- March 30 – File Periodic Report
- March 28 – Work with insurance on policy payment mishap
- March 24- ACC proposal for 6675 received and being evaluated with team – pending. Update on 3/28 – Approved with conditions.

- March 16 – Meet with ZakDirt on findings. Pipe issue is complicated and too many unknown variables which impacts efforts to fix. Meeting with HOA Board members to discuss alternatives.
